BRPA COVID OPENING RULES AND PROCEDURES

As we navigate ever-changing requirements from State and Local Officials plus new guidance on best practices from health experts, we will continue to evaluate and update these rules and restrictions. We ask for your cooperation and assistance in following the rules as they stand now and your patience in understanding that the rules may change.

Pool Entrance Procedures
– Daily health certifications may be required for all members entering the pool.
– Members will be required to sign in and sign out. A new sign in system, MemberSplash, will be in effect.

Use of Pool
– There are no restrictions on guests. Normal guest rules pursuant to the membership agreement apply.
– The Snack Shop will be open. Masks must be worn while making purchases.

Enhanced safety protocols for your safety and that of our guards. These include:
– Face coverings will be worn by guards at all times, except on the stand.
– Members must wear face coverings:
– -When passing the guard desk upon entry or departure
At the snack shop
– -When visiting the rest room
– Members are urged to wear face coverings at all other times.
– Additional signage about social distancing and masks will be posted throughout.
– Hand sanitizer will be provided.

BRPA Pool Rules and Membership Agreement

Explanatory Statement

The Pool Association (“Pool Association” or “BRPA”) is the owner/operator of the Bay Ridge Pool and Clubhouse located on property owned by the Bay Ridge Civic Association, Inc (“BRCA”) on Herndon Ave which includes two pools, a clubhouse, grill and attendant parking facilities (“Pool Facilities”).  The Pool Facilities are managed on behalf of the Pool Association by its Board of Directors, operating through committees designated by them pursuant to their Bylaws and Operating Rules.  

Agreement

Upon meeting the criteria for membership for the applicable membership category and submitting an annual application, the undersigned pool Member and designated family members shall be entitled to use the Pool Facilities for the season.  This agreement does not provide any proprietary rights in the Pool Facilities.  Pool membership is subject to the rules, regulations, and policies established by the Pool Association through its Board of Directors, which reserves the right to change those policies.  Members, on behalf of themselves, their household members and their guest, agree to be bound by such rules, regulations, and policies as they are from time to time established.

Members agree to indemnify the Pool Association for any loss suffered by it by reason of the use of the Pool Facilities or other BRCA property by themselves, their designated household members, invitees and/or guests.  Members agree to hold the Pool Association, its officers, directors, and agents harmless for any loss which they or their designated household members, invitees and/or guests might incur arising from use of the Pool Facilities.  

Membership may be terminated if:

  1. Individuals other than the ones identified in the current application utilize the pool membership with the knowledge and/or permission of the Member
  2. If it is determined by the Board of Directors that the Member, its household members and/or guests are using this membership in a manner inconsistent with the Policies, Rules and Regulations
  3. Any other provision of this Agreement is violated  
  4. Members agree to abide by any COVID rules and restrictions that the Board of Directors determines necessary throughout the 2022 Season.

Pool Information

Annual Application

  1.  All members, including Charter Members, must submit an application annually through MemberSplash, including this Agreement outlining current Pool Association rules, regulations, and policies.
  2. Dues can be paid through MemberSplash or by check dropped off at the pool mailbox at 2 Herndon Avenue.

Pool Hours

The pool is open daily from Memorial Day weekend through Labor Day.  The Board may decide to extend the season by an extra two weekends.  Regular pool hours are as follows:

 Monday – Thursday  10 a.m. – 8 p.m.
 Friday   10 a.m. – 9 p.m.
 Saturday  10 a.m. – 9 p.m.  
 Sunday   11 a.m. – 8 p.m.

If the pool is open the two weekends following Labor Day, the hours are:

 Friday  4 p.m. – 9 p.m.
 Saturday  10 a.m. – 9 p.m.
 Sunday   11 a.m. – 8 p.m.

Pool Admission Rules

Entrance to the Pool

The gate guard will check your name in the computer and make sure you and your family are registered. All pool members must have photos uploaded in MemberSplash for identification.

Guest Policy

Each membership is allowed a certain number of free guests per day as outlined below. Additional guests will result in a guest fee of $3 per guest per day, which will be billed to the member and should be paid no later than the end of the year.  Guests may not be residents of Bay Ridge or Annapolis Cove.

Pool Parties During Day

Day parties cannot exceed 20 people. If people attending live in Bay Ridge or Annapolis Cove, they must be a pool member.   A list of people attending must be given to gate guard 24 hours in advance to make sure enough guards are on duty. Membership Categories and Policies

Resident Members

Any person owning real property in Bay Ridge, or legally occupying residential property, who is also a member of the Bay Ridge Civic Association, is eligible for membership in the Pool Association.

  • Charter Membership
    • Unlimited number of Members actually residing in the designated household and any designated family member (not residing in Bay Ridge or Annapolis Cove) within two generations of the Resident Member 
    • Four (4) free guests per day
    • One (1) babysitter at no charge, in addition to any other guests
    • No annual dues until the 2029 pool season
  • Resident Regular Membership
    • Up to 6 Members who actually reside in the designated household and any designated family member (not residing in Bay Ridge or Annapolis Cove) within two generations of the Resident Member 
    • Two (2) free guests per day
    • One (1) babysitter at no charge, in addition to any other guests
  • Resident Annual Membership
    • Up to 6 members who actually reside at the designated household
    • Two (2) free guests per day
    • One (1) babysitter at no charge, in addition to any other guests
  • Resident Couple or Single Membership
    • Up to 2 or 1 member(s) as appropriate who actually reside at the designated household
    • Two (2) free guests per day

Non-Resident Members

Any person owning real property in, or legally occupying residential property in Annapolis Cove (or in limited circumstances, a member of the swim team who does not reside in Bay Ridge or Annapolis Cove) is eligible for membership in the Pool Association. 

  • Family Membership and Swim Team Membership
    • Up to 6 members who actually reside at the designated household
    • Two (2) free guests per day
    • One (1) babysitter at no charge, in addition to any other guests
  • Non-Resident Couple or Single Membership
    • Up to 2 or 1 member(s) as appropriate who actually reside at the designated household
    • Two (2) free guests per day 

All membership types may participate in all BRPA-sponsored events and are entitled to rent the Pool Clubhouse as specified in the appropriate rules/policies for such events.

BRCA and BRPA currently maintain a policy allowing BRPA members who are not Bay Ridge residents incidental use of the beach directly in front of the pool (2 Herndon beach) in connection with use of the pool during pool hours (i.e. a brief break from the pool visit).  Note that this policy does not convey access to other Bay Ridge beaches.

Operating Rules

The Pool Association is committed to maintaining a first-class swim facility that provides members with a safe pool environment in a beautiful setting for personal recreation and enjoyment. The following rules have been developed in an effort to fulfill this vision.

  •  BRPA has entered a contract with an independent pool management company which delegates to that company the responsibilities for maintaining and managing the pool during regular pool hours and special events that are staffed through the pool management company.
  • These operating rules will be enforced by the lifeguards and pool manager who are agents of the pool management company. Failure to observe and obey these rules or failure to comply with the lifeguard or pool manager’s interpretations of these rules will result in suspension of a member’s or guest’s pool use for the day. Repeated or serious violations may result in a loss of pool privileges.
  1. Lifeguards and/or the pool manager must be present during times the pools are in use. No one may enter or stay in the pools without a lifeguard on duty.
  2. All swimmers shall exit the pool when the lifeguard leaves his/her station or upon the lifeguard’s request.
  3. All persons using the pool or pool area do so at their own risk and sole responsibility. BRPA and the management do not assume responsibility for any accident or injury in connection with such use.
  4. Members must enter through the front gate and sign in upon entering the Pool Facilities and sign out upon leaving (even if returning). Your cooperation with these entrance/exit procedures helps the pool management company keep accurate records of pool usage and for contact tracing, if necessary. This ensures adequate lifeguard coverage now and in the future.
  5. Any patron observed entering or exiting the pool via climbing over or through the enclosure fence will immediately be ejected from the pool for that day. Repeat offenders run the risk having membership privileges terminated for the remainder of the year.
  6. Guests must also sign in. Members’ accounts will be charged the guest fee for each guest 6 months or older beyond the designated number of guests at no charge (no cash should ever be paid to the gate guard). Members will at all times be responsible for their guest’s compliance with these rules. Guests must be accompanied by a member at all times. When the member leaves, their guest(s) must also leave. Lifeguards may refuse admittance to any persons who are not members, in their sole discretion.
  7. Children under the age of 11 must be accompanied by an adult family member or babysitter at all times. Such babysitter must be 13 years of age or older.
  8. All Children must pass a basic swim test administered by the lifeguard before using the main pool without direct adult supervision. Children must pass a basic swim test administered by the lifeguard before using the diving boards. Lifeguards may restrict use of the main pool by people under 18 years of age for 15 minutes of each hour, in their sole discretion (Adult Swim Time).
  9. Children using the baby pool must be directly supervised by an adult or supervising guardian.
  10. Infants and Children who are not toilet trained are not permitted in either the baby pool or the main pool without wearing tight fitting rubber pants or an approved swim diaper. In the event of a fecal contamination, the pool will be closed in accordance with Health Department regulations. Reopening of the pool is the responsibility of the Management Company who will determine when the quality of the water is safe for the members to return to swim.
  11. Life preservers, inner tubes and water wings are not permitted at any time. For artificial flotation purposes, the only item which may be used is a US Coast Guard approved life vest. If a child uses this item, the child must be accompanied in the main pool by an adult.
  12. Soft (nerf) balls, rafts, floats, and all other swimming aids are prohibited when the pools are crowded or their use is otherwise unsafe, as determined by the sole discretion of the lifeguards.  No hard balls (footballs, baseballs, softballs, basketballs, soccer balls, lacrosse balls, golf balls, tennis balls) are permitted within the pool enclosure at any time.
  13. Parents or supervising guardians are responsible for the safety and behavior of their children at all times.
  14. Running, pushing, wrestling, roughhousing, dunking, unsafe play, or causing undue disturbance in or about the pool area is prohibited at all times. Spitting of water and similar unhygienic acts will not be permitted in the pool.
  15. No abusive or profane language or breach of the peace will be tolerated.
  16. Animals of any kind are not permitted in the pool facility, except for service animals.
  17. Bicycles, motorbikes, scooters, rollerblades and skateboards are not permitted in the pool area at any time.
  18. Baby strollers are not permitted within ten (10) feet of the pool.
  19. Chewing gum is not permitted in the pool area at any time.
  20. Persons under the influence of alcohol or drugs are not permitted in the pools as determined in the sole discretion of the lifeguards.
  21. All bathers must wear swimsuits- no cutoffs allowed.
  22. All persons coming to the pool deck from the beach must wash off all sand before entering the pool deck or pools using the provided showers or foot wash facilities.
  23. The Bay Ridge Pool is a non-smoking facility.
  24. No glass of any kind will be allowed within the pool facility, except inside the upstairs event room.
  25. At anytime, lifeguards may restrict eating areas. Food and drinks should be kept away from the pool at all times and trash disposed of immediately in the waste containers provided. If a substance is spilled on the pool deck, clean it up immediately and notify a lifeguard.
  26. Only one person is permitted on the diving board at a time. The individual on the diving board may bounce only one time on the end of the diving board and must go straight off the diving board. The diving well must be clear before anyone can go off the diving board.
  27. All injuries, however slight, must be reported to the lifeguard on duty.
  28. All persons use this facility at their own risk and in conformance with all rules and regulations. Individuals may be barred from the pool or pool area, at the discretion of the lifeguard in charge, or for violation of said rules or for any other reason which in his/her judgment constitutes a hazard to others or the management. The lifeguard is responsible for the strict enforcement of these rules and has authorization to temporarily deprive any member or guest access to the pool. A written statement is to be filed with the management within 24 hours if such action is taken.
  29. Pool hours will be set by the BRPA Board and posted on the BRPA web site. Any parties and/or use outside of regular pool hours for special events must be arranged through the BRPA and must be approved and staffed by the pool management company at the expense of the member sponsoring the special event.   30. Recycling containers are provided for use by members and their guests.  Recyclable materials include paper, cardboard, tin, aluminum cans, plastic bottles and glass (upstairs use only).
  31. Internet access is provided to members and their guests.  Access is granted using a password provided by the guards and is to only be used while at the pool or renting the pool clubhouse.
  32. We ask that members and guests refrain from bringing nut products to the pool and grounds.  The membership includes children who have tree-nut allergies and may be susceptible to severe allergic reactions if in contact with nut products.
